Local Law 152 puts your gas piping on a four-year clock
If your building has gas piping and is not a one or two family home, the city requires a Licensed Master Plumber to inspect it on a cycle set by your community district. Miss the filing and DOB issues a Notice of Deficiency. Here is what applies to you and by when.

Local Law 152 certifications now go through DOB NOW: Safety. The eFiling portal no longer accepts them. Any guide still pointing you at eFiling was written before the change.
Does it apply to my building?
It applies unless your building is in Occupancy Group R-3, the classification covering most one and two family homes. Everything else with gas piping is on the cycle.
A building with no gas piping is not exempt from filing. You still owe DOB a certification saying so, signed and sealed by a Licensed Master Plumber or a Registered Design Professional. File it once and you are done.
When is mine due?
The cycle is staggered by community district, and the district numbers run across all five boroughs, so Community District 8 in Manhattan and Community District 8 in Brooklyn share a deadline. DOB publishes a lookup so you can check a specific address rather than working it out from a table.

Districts 4, 6, 8, 9 and 16 are in the current cycle: inspections due by 31 December 2026. The two earliest Cycle 1 windows were extended by local law. District numbers run across all five boroughs, so check your own address on DOB rather than trusting anyone’s reading of a table, including ours.

The filing deadlines
Two forms, two destinations. The GPS1 comes to you, the GPS2 goes to DOB. Mixing them up is the most common way owners miss a deadline they thought they had met.
The inspection
A Licensed Master Plumber, or someone working under their direct supervision, inspects the exposed gas piping.
GPS1 comes to you
The plumber gives you the Gas Piping System Periodic Inspection Report with what they found.
GPS2 goes to DOB
You file the certification, signed and sealed by the plumber who did the inspection.
Corrections certified
If the GPS2 noted conditions needing correction, a follow-up certification is due.
The outer limit
If the GPS2 said more time was needed, this is when the correction certification is due.
If the plumber finds an unsafe or hazardous condition, they must notify you, your gas utility and DOB immediately. That is not a deadline you manage. Correcting it needs the permits any other gas work would need.
Common questions
- Does Local Law 152 apply to my building?
- It applies to buildings that are not in Occupancy Group R-3, the classification covering most one and two family homes. If your building has gas piping and is not R-3, you are on the cycle.
- What if my building has no gas piping at all?
- You still have to tell DOB. File a certification stating the building contains no gas piping, signed and sealed by a Licensed Master Plumber or a Registered Design Professional. Nothing further is required after that.
- Who is allowed to do the inspection?
- A New York City Licensed Master Plumber, or a person working under their direct supervision. A general contractor cannot sign the certification.
- What happens if I miss the deadline?
- DOB began issuing Notices of Deficiency in January 2025 to owners of non-R-3 buildings who never filed a certification for Cycle 1. Check the DOB service notice for current penalty amounts rather than a figure quoted on a third-party site.
- Where do I file now?
- In DOB NOW: Safety. The old eFiling portal stopped accepting Local Law 152 submissions on 27 July 2026. Guides that still send you to eFiling are out of date.
