What has to happen, and by when
The deadline is the filing date, not the inspection date, and the gap between them is where buildings get caught out. Working backwards from December 31, 2024:
The inspection
A Licensed Master Plumber, or someone working under one, inspects the exposed gas piping.
Within 30 days
The plumber gives you the GPS1 inspection report.
Within 60 days
You file the GPS2 certification with DOB, sealed by that same plumber.
Within 120 days
If the inspection found conditions needing correction, they must be fixed and re-certified by the same plumber. 180 days if more time was needed.
Because the certification is due 60 days after the inspection, booking the plumber in December does not work. Failing to file carries a civil penalty DOB sets at $5,000, and DOB has been issuing Notices of Deficiency to non-filers since January 2025.
If you missed it
A passed deadline is not a closed matter. DOB began issuing Notices of Deficiency in January 2025 to owners who never filed for the first cycle, and the certification is still owed. The next inspection window for this district runs in 2028.
Check your own address on DOB before assuming either way. Ownership changes and building classification updates both move buildings in and out of scope.
Does it apply to my building?
Local Law 152 covers every property except one- and two-family homes and others in occupancy group R-3. DOB also exempts a list of Department of Finance building classifications outright. The reliable answer is your own address: DOB publishes a lookup, and a building classification can be wrong.
