Can someone else submit my permit application?

Who may file on your behalf

For the health permit, anyone can submit for you with a completed Power of Attorney or Authority to Act form and photo ID. DOB is stricter. Under Administrative Code § 28-416.2 these parties are exempt from filing representative registration:

Your architect or engineer

Exempt. They are also the only ones who can seal construction documents.

Your Licensed Master Plumber

Exempt. Files their own gas and plumbing work, including Local Law 152 inspections.

A Class 1 filing representative

May submit, retrieve and seek approval of applications. May not appear before plan examiners.

A Class 2 code and zoning representative

Everything Class 1 does, plus appearing before plan examiners, with conditions.

Registration costs $150 for a three-year term and requires a background investigation, integrity training and a 16-hour course. Class 2 additionally requires an architecture or engineering degree, or two years as a Class 1 with at least 50 jobs filed. Only a licensed architect or engineer can seal construction documents, whatever else is true.
